Phase I - Incubation & Pilot
The programme launched by Parwaan National Center of Excellence on Early Childhood Care & Education (ECCE), Ministry of Federal Education and Professional Training, successfully completed its pilot phase during which 135 young adults were trained in entrepreneurial skills and ECD pedagogies to set up ECD centres. Seventy-ﬁve of these entrepreneurs went on to open their ECD Centres equipped with ECD kits. As of March 2017, 1,518 children are enrolled in these centres in 5 districts of Pakistan namely: Khushab, Bahawalpur, Charsadda, Kohat and Islamabad Capital Territory.
Phase II - Scale Up & Acceleration
After successful implementation of Phase I of the programme, Parwaan Preschool is being expanded in 14 districts to train further 1,500 entrepreneurs. These trained entrepreneurs will open at least 1,000 more ECD centres and will provide 25,000 children (aged between 3 to 5 years) with access to quality early childhood care and education.

Selection of Entrepreneurs
The backbone for the successful implementation of the innovative Parwaan Preschool model is the selection of talented youth across all target districts who will be trained extensively in entrepreneurial skills and ECD concepts to establish ECD centers in their communities.
Training of Entrepreneurs
More than 700 entrepreneurs are undertaking training in ECD pedagogies and entrepreneurial skills in 15 districts across Pakistan. The training encompasses developing a business canvas model, feasiibility plan, record keeping of the ECD center, brain development of children and, health and hygeine.
Advocacy and Outreach
In order to identify and mobilize potential entrepreneurs, an extensive advocacy campaign was launched across the 15 districts.
